CYBER SECURITY

The 17th Annual New York State Cyber Security Conference (NYSCSC ‘14) and 9th Annual Symposium on Information Assurance (ASIA ‘14) is a two day event co-hosted by the New York State Office of Information Technology Services Enterprise Information Security Office, the University at Albany’s School of Business and College of Computing and Information, and The NYS Forum, Inc. The Conference is held in Albany, New York on June 3 and 4 at the Empire State Plaza. The Conference features prominent industry security experts presenting the latest innovations in cyber security and includes peer networking and sessions on leading-edge security topics and issues.

ASIA ’14 complements the NYS Cyber Security Conference, as the Academic Track, with the goal of increasing interaction among security practitioners and researchers to foster the infusion of academic research into practice.

With each successive year, interest and attendance has grown.

Last year’s Conference drew more than 1,000 attendees. This year’s Conference theme, "Solving the Security Puzzle", focuses on the many “pieces” (risk management, user awareness training, mobile applications, BYODs, funding, cloud solutions, etc.) involved in providing a secure environment to meet today’s business demands. The Conference’s multi-track format offers a keynote, educational sessions, interactive forums, and an exhibit hall.

USE OF COOKIES

What is a cookie?

A cookie is a piece of information in the form of a very small text file that is placed on an internet user’s hard drive. It is generated by a web page server, which is basically the computer that operates a web site. The information the cookie contains is set by the server and it can be used by that server whenever the user visits the site. A cookie can be thought of as an internet user’s identification card, which tell a web site when the user has returned.

This website may use Google Analytics, but currently it does not. A web analytics service provided by Google, Inc. ("Google"). Google Analytics uses "cookies", which are text files placed on your computer to help the website analyze how visitors use the site. The information generated by the cookie about your use of the website (including your IP address) will be transmitted to and stored by Google on servers in the United States . Google will use this information for the purpose of evaluating your use of the website, compiling reports on website activity for website operators and providing other services relating to website activity and internet usage. Google may also transfer this information to third parties where required to do so by law, or where such third parties process the information on Google's behalf. Google will not associate your IP address with any other data held by Google. You may refuse the use of cookies by selecting the appropriate settings on your browser, however please note that if you do this you may not be able to use the full functionality of this website. By using this website, you consent to the processing of data about you by Google in the manner and for the purposes set out above.

Where the use of a cookie type device does involve the processing of personal data, service providers will need to make sure they comply with the additional requirements of the Data Protection Act 1998 (the Act). This includes the requirements of the third data protection principle which states that data controllers must not process personal data that is excessive. Where personal data is collected, the data controller should consider the extent to which that data can be effectively processed anonymously. This is likely to be particularly relevant where the data is to be processed for a purpose other than the provision of the service directly requested by the user, for example, counting visitors to a website.

On 26th May 2011, new laws came into force in the UK that affect most web sites. If cookies are used in a site, the Privacy and Electronic Communications (EC Directive) (Amendment) Regulations 2011 (UK Regulations) provide that certain information must be given to that site's visitors and the user must give his or her consent to the placing of the cookies.

The UK Regulations implemented into UK law the provisions of the amended E-Privacy Directive of 2009. The Directive required that the new laws be implemented into the laws of all EU Member States by 25th May 2011The UK is only one of three member states to meet this deadline.

Wishes of subscribers and users

Regulation 6 states that consent for the cookie type device should be obtained from the subscriber or user but it does not specify whose wishes should take precedence if they are different.

There may well be cases where a subscriber, for example, an employer, provides an employee with a terminal at work along with access to certain services to carry out a particular task, where to effectively complete the task depends on using a cookie type device. In these cases, it would not seem unreasonable for the employer’s wishes to take precedence.
